Abstract

Nowadays, twenty-eight years later after 17th chapters Agenda 21, port cities are being the urban places most exposed to the adverse effects of climate change. Disaster risk reduction policies are being issues of social awareness. There are no national programs or follow-up strategies, nor risk assessment, nor integration in other policies. To incorporate current and future environmental criteria in the port cities design were and are being their priority. In order to safe port cities' population against disasters, the disaster items must be taken in their ordinances and mandatory regulations. Such is the case of the spanish port cities, they dont have a national regulatory standard of disaster and their incorporation in the Technical Code of Building and urban and sectorial planning as well. Neither the European Union foresee disaster issues for its member State's ports. This study is focus on appealing to society about the importance to incorporate disaster risk items into the design and reversing situations due to the lack of balance between human beings and the natural environment as well.
